Stakeholder Relations Management Unit
The Agency appreciates that to successfully execute its mandate; it requires a cooperative environment where stakeholders make contributions to improve cross-border road transport. A structured engagement plan has been developed to engage stakeholders. Forums (bi-annually), bilateral engagements (as and when the need arises) and strategic engagements (quarterly, led by the CEO).
Dissemination of cross-border information to operators: Monitor operational developments in the cross-border corridors and provide updates to cross-border operators.
Intergovernmental Relations and Cooperative Governance Sub-Unit
Develop sustainable collaborative and cooperative working relationship with the three spheres of government: National, Provincial, Local Government and State-Owned Entities (SOE).
Negotiate and monitor the implementation of MoU’s with identified stakeholders.
Develop, maintain, and manage the working relationship for all key role players and maintain stakeholder database.
Continuous engagements are conducted through Municipality Forum, National Stakeholder Forums, and bilateral engagement.

The purpose of the border and corridor subunit is to establish and sustain strategic partnerships with border and corridor stakeholders.
BORDER INTERVENTION
The agency participates in border engagements, the goal of these engagements is to coordinate border control agencies/authorities to manage commercial and travel movements more efficiently. The C-BRTA is essential in ensuring that the issues regarding border area and stakeholders that are brought up by the operators at various platforms are resolved at border meetings, with the aim to improve the efficient flow of traffic through the borders. The subunit assesses mechanism to remove constraints that develop in the border area and improve the seamless flow of cross-border movements.
CORRIDOR DEVELOPMENT
Corridor Operations – Active participation in and influencing corridor structures to create an environment conducive for the unimpeded flow of cross-border movements with a view to reduce operational constraints.
Constraints resolution: Addressing and resolving all constraints experienced by cross-border operators in all corridors and ports of entry, providing support for cross-border operators on issues faced while they conduct operations in other countries.

The International Relations (IR) subunit serves to position the Agency as an internationally recognised regulator within the Southern African Development Community (SADC),
International Relations are conducted against a long and rich history of diplomacy between states. The Vienna Convention of Diplomatic Relations of 1961 is an international treaty that defines a framework for diplomatic relations between independent states.
The International Relations business unit will mainly be active in influencing partnerships needed for the C-BRTA’s objectives. The Unit will also facilitate regular engagement of the C-BRTA with potential partners to ensure potential partners are informed of the C-BRTA priorities and possible areas of cooperation.
The International Relations subunit is also responsible for managing the following agreements we have with SADC Member States:

- SADC Protocol on Transport, Communications & Meteorology:
- SACU Memorandum of Understanding on Road Transport
Bilateral Agreements concluded between SA and:
- Malawi
- Mozambique
- Zimbabwe
- Zambia
Memorandum of Understanding concluded between C-BRTA and:
- The Multimodal Freight Management Office (OGEFREM) in the Democratic Republic of Congo
The International Relations has structured communication channels and engagements with identified stakeholders that would contribute to amongst others the following:
- Improve the flow of freight and passenger road transport movement within the region.
- Share ideas and best practices.
- Collaborate and partner with stakeholders to enhance the mandate of the C-BRTA.

The Strategic Relations subunit of C-BRTA serves to position the Agency as an internationally recognised regulator within Africa and the international arena at large. The subunit is responsible for consultation with all strategic relations in the Agency, which include private sector, continental entities, and world-wide structures. The unit is also responsible for monitoring and implementation of Memorandum of Understanding (MoU) with key international partners. To date the Agency has signed MoUs with the following international partners:
- National & International Wegtransport Organization (NIWO)
- World Road Transport Organisation (IRU).
This is a new subunit and has no personnel now. Colleagues in IR assist with the activities in this subunit.
